New LED street lighting in Hampstead Garden Suburb Conservation Area

1. The new LED lighting is 4000k and dimmable - why have the Council not followed Commission for Dark Skies, Government Chief Medical Officer's 2017 Report: Health Impacts of All Pollution recommendations of 2200k-2007k levels? and CPRE Report; Night Blight Campaign report?
When the current new street lighting was installed some years ago there was extensive consultation with local amenity groups resulting in many changes. Why was this not undertaken this time?
2. Please state what consultation with Conservation Area representative groups were undertaken and what was the outcome? - in particular with the HGS Trust; HGS Residents Association; CAAC?
3. Were local residents directly consulted on the proposals before the lighting colour and levels were installed and if not why not?
